HER program application steps
Here's the play-by-play on identifying an approved HER program contractor, applying for Georgia energy rebates, and saving money on qualifying improvements.
1. Determine which energy efficiency improvements to make.
How could you reduce your overall energy consumption at home? For many people, replacing an old air conditioner or getting an energy-efficient furnace offers the most energy savings for the buck, especially if you were planning to replace those systems anyway.
Combine HVAC system replacement with air sealing and insulation improvements, and there's a good chance you'll meet the 20% energy reduction threshold required by the HER program!

2. Select a contractor
Only contractors approved by the Georgia Environmental Finance Authority (GEFA) can participate in the HER program. All approved contractors must also be Building Performance Institute (BPI)-certified.

3. Complete a home assessment
Your contractor will schedule a home assessment and determine the best way to help you meet the 20% energy savings required to receive a HER rebate. Together, you and your contractor will confirm the scope of work.
4. Verify income
For households earning 80% or less than the area median income (AMI), you will also need to verify your income to receive the best rebate. You can verify your income via the project your contractor creates for you in GEFA's system.
There are two ways to verify income:
- Categorical eligibility: Qualify automatically via participation in one of several government programs (e.g. Medicaid, SNAP, Head Start). Our energy rebates hub page has a complete list of programs that qualify for categorical eligibility.
- Upload supporting documentation or verify online: You can verify income by manually uploading approved documents or using the IRS's Income Verification Express Service (IVES). Ask your contractor about the best option for income verification.
After uploading the required documentation, your contractor will submit your application for pre-approval.
5. Get your rebate
Once your application is approved (state approvals typically take several weeks), your rebate is automatically deducted from the contractor's quoted price. There's no additional waiting period after approval and no check to deposit!
6. Pay the contractor's invoice
The contractor completes the work, and you pay the invoice. Since the rebate was already applied, you only need to pay the remainder of the invoice.
HEAR program application steps
A quick status note: the state closed HEAR to new applications on August 10, 2026 and is preparing to relaunch the program with new eligibility rules. Final rebate amounts haven't been published. Under the previous rules, an approved contractor entered your project in GEFA's system, you verified household income (with the largest rebates, up to 100% of project cost, reserved for households at or below 80% of AMI), and the approved rebate was applied to your invoice.
