Georgia’s Home Energy Rebates: Everything You Need to Know

Learn how to qualify, maximize savings, and work with a state-approved contractor

Georgia homeowners may now qualify for up to $16,000 in rebates to boost their home’s efficiency. Through the Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR) programs, you can significantly lower the cost of projects like installing efficient HVAC systems, adding insulation, sealing air leaks, or upgrading your water heater.

Key Highlights:

  • Savings for Everyone: Achieve at least a 20% energy reduction and qualify for rebates—even if your income exceeds area median income thresholds.
  • Extra Savings for Low-to-Moderate Income Households: Those under 80% of the area median income often see total new system costs reduced to $2,000–$5,000 (a 60–80% discount at purchase). Households below 150% AMI qualify for at least $8,000 off a new heating and cooling system at purchase.
  • Stack & Save Even More: You may qualify for both HER and HEAR if you’re considering extensive work such as insulation, air sealing, electrical upgrades, or a new water heater. You can even combine rebates with the IRA 25C tax credit and Georgia Power rebates for total savings exceeding $30,000.

A Family’s Gas-to-Electric Transformation

Real-World HEAR Example:

A Family’s Gas-to-Electric Transformation

Imagine a family of four earning $160,000 per year. They replace their old, inefficient AC and furnace with a new heat pump system costing $12,000. Because their income is under 150% of Atlanta’s AMI, they qualify for a HEAR rebate covering 50% of the total project cost (up to $14,000) right at purchase. Instead of paying $12,000, they pay only $6,000 total upfront—no waiting for tax returns or credits, and financing is easy! What else? Stack the 25C tax credit and save another 30% on your remaining $6,000—an extra $1,800—bringing your final cost down to $4,200!*

*For homes with older electrical panels, an upgrade may be required at an additional cost to safely accommodate increased loads. Note that electric-to-electric upgrades do not qualify for HEAR rebates.

A Family’s Whole-Home Efficiency Upgrade

Real-World HER Example:

A Family’s Whole-Home Efficiency Upgrade

Imagine a family of five earning $92,000 per year. Their older home suffers from poor insulation, leaky ducts, and outdated HVAC equipment. Working with a BPI-certified contractor, they install improved insulation, seal their ducts, and upgrade to an efficient AC and gas furnace. The project costs $23,000. Because their income is under 80% of Atlanta’s AMI and they achieved 35% energy savings, they qualify for the maximum HER rebate: $16,000 off at purchase. Instead of $23,000, they now pay just $7,000—and will enjoy significantly lower utility bills moving forward!*

*To receive HER benefits, homeowners must use state-approved contractors who meet strict qualifications, including BPI certification and comprehensive background checks.

Frequently Asked Questions

To be eligible for HEAR, your household must earn less than 150% of area median income (AMI). All households are eligible for HER, regardless of income. With both programs, lower income households qualify for more savings. A PV customer advocate can help you determine your eligibility.

Heat pump HVAC system installations, building envelope improvements (insulation, air sealing, ventilation), heat pump water heater installation, heat pump clothes dryer installation, electric range, oven or cooktop installation, electric wiring upgrades, electric load service center installation

Upgrading to an energy efficient heat pump, high efficiency gas furnace installations, energy efficient water heater installations, whole-house electrification, building performance upgrades (insulation, air sealing), sealing and insulating HVAC ducts, energy efficient lighting installation, qualifying window replacement projects, and more!

Replacing an existing heat pump with a new heat pump does not qualify for rebates under the HEAR program. Upgrading to a more energy efficient heat pump may help you qualify for a HER rebate if your total energy reduction is greater than 20% when combined with other eligible home improvements.

Yes, as long as you avoid using the same measure under both programs. For example, you might use the HEAR program to receive up to $14,000 for a new heat pump, and then leverage the HER program to cover costs for things like insulation, air sealing, windows, water heaters, lighting, and more. Altogether, you could see over $35,000 in upfront rebates for a single project, rather than for each measure.

No. To qualify for rebate savings from either program, you will need to work with a state-approved contractor. PV Heating, Cooling & Plumbing, in addition to being a state-approved contractor, was one of the first contractors approved to participate in the HER and HEAR pilot program. Any contractor you utilize must be Building Performance Institute (BPI)-certified.

For the most part, no. But there are some exceptions. Homeowners performing DIY installations of some new electric clothes dryers, ranges, ovens, or cooktops can receive HEAR rebates. All other qualifying installations or energy efficiency improvements must be performed by a state-approved, Building Performance Institute (BPI)-certified contractor. PV Heating, Cooling & Plumbing is approved to participate in both the HER and HEAR programs.

To receive HER rebates, you will need to reduce household energy consumption by at least 20%. Households that reduce energy consumption by 35% or more may qualify for larger rebates.

All new appliances must be ENERGY-STAR certified to qualify for rebate savings. Appliances must be electric in order to qualify for HEAR. Some gas appliances may qualify for the HER program.

Updated Information (as of January 4, 2025). The multi-family portion of the program is still in development. At this time, PV is not functioning within the program, and the state is not approving multi-family projects. We will update our website as soon as new details become available.
