If you’re wondering how to apply for Georgia energy rebates, you’re in the right place.
The Georgia Home Energy Rebates (HER) and Home Electrification and Appliance Rebates (HEAR) programs offer great opportunities to save on energy-efficient home improvements. But if you want to enjoy the savings, you have to know how to apply.
This step-by-step guide covers the entire HER and HEAR application process, including application steps and income data submission procedures. Let’s dive in!
HER program application steps
Here’s the play-by-play on identifying an approved HER program contractor, applying for Georgia energy rebates, and saving money on qualifying improvements.
1. Determine which energy efficiency improvements to make.
How could you reduce your overall energy consumption at home? For many people, replacing an old air conditioner or getting an energy-efficient furnace offers the most energy savings for the buck—especially if you were planning to replace those systems anyway.
Combine HVAC system replacement with air sealing and insulation improvements, and there’s a good chance you’ll meet the 20% energy reduction threshold required by the HER program!
Check out our Georgia energy rebates information hub to learn more about the kinds of projects that qualify for savings.
2. Select a contractor
Only contractors approved by the Georgia Environmental Finance Authority (GEFA) can participate in the HER program. All approved contractors must also be Building Performance Institute (BPI)-certified.
PV Heating, Cooling & Plumbing was one of the first contractors approved by GEFA to participate in the rebate program! We are also BPI-certified and have developed a Customer Advocate Center to help Atlanta-area homeowners get the most savings.

3. Complete a home assessment
Your contractor will schedule a home assessment and determine the best way to help you meet the 20% energy savings required to receive a HER rebate. Together, you and your contractor will confirm the scope of work.
4. Verify income
For households earning 80% or less than the area median income (AMI), you will also need to verify your income to receive the best rebate. You can verify your income via the project your contractor creates for you in GEFA’s system.
There are two ways to verify income:
- Categorical eligibility: Qualify automatically via participation in one of several government programs (e.g. Medicaid, SNAP, Head Start). Our energy rebates hub page has a complete list of programs that qualify for categorical eligibility.
- Upload supporting documentation or verify online: You can verify income by manually uploading approved documents or using the IRS’s Income Verification Express Service (IVES). Ask your contractor about the best option for income verification.
After uploading the required documentation, your contractor will submit your application for pre-approval.
5. Get your rebate
Once your application is approved, your rebate is automatically deducted from the contractor’s quoted price. There’s no additional waiting period and no check to deposit!
6. Pay the contractor’s invoice
The contractor completes the work, and you pay the invoice. Since the rebate was applied immediately, you only need to pay the remainder of the invoice.
HEAR program application steps
Let’s break down the HEAR application process. The typical lifecycle of a HEAR-qualifying rebate involves contractor selection, application submission, and income verification.
1. Identify an approved contractor
Homeowners looking to maximize their savings will need to pursue contractor-installed electrification projects, such as heat pump HVAC installation and heat pump water heater installation.
PV Heating, Cooling & Plumbing has been approved by GEFA for Georgia’s energy rebate programs since the very beginning! Our team has also created a Customer Advocate Center to help you maximize your HEAR rebate savings.

2. Approve the contractor’s quote and apply for savings
After approving a project estimate from the contractor, you can begin the application process. GEFA requires you to submit information verifying your income eligibility for the program.
3. Verify your household income
Your contractor will enter your project information into GEFA’s system. From there, you will receive an invitation to submit income information.
Households earning 80% or less than area median income (AMI) qualify for a rebate of up to 100% of the project cost. If your household earns between 80% and 150% of AMI, you qualify for a rebate of up to 50% of the project cost.
4. Your contractor gets to work
After providing an updated estimate for the work, your contractor completes the project. Following completion, the contractor submits required documentation, and the rebate application is approved.
5. Get your rebate
HEAR is a point-of-service rebate. After approval of the application, your contractor will apply the rebate to your invoice. If you qualify for a 100% rebate, you simply pay nothing at all!
