Top Home Upgrades to Qualify for Georgia’s HEAR and HER Rebates

With homeowners all across Georgia taking advantage of energy rebates, you might be wondering which energy-efficient upgrades qualify. Thanks to the Home Efficiency Rebates (HER) program and the Home Electrification and Appliance Rebates (HEAR) program, making your home more comfortable while saving energy is finally affordable for most homeowners.

That being said, only certain types of home upgrades qualify. Luckily, they tend to be the biggest, most impactful ones in terms of energy savings and comfort improvement.

Let's take a closer look at the HEAR-eligible upgrades and HER-eligible home improvements that qualify for energy rebates!

HEAR-eligible upgrades for your home

When it comes to the HEAR program, it's all about electrification. Well, almost. There are actually a few other projects that qualify for HEAR and don't involve purchasing a new electric appliance.

A quick status note first: the state closed HEAR to new applications on August 10, 2026 and is preparing to relaunch the program with new eligibility rules. Final rebate amounts for the relaunched program haven't been published yet, but the categories of eligible improvements give you a good idea of what the program covers. Under the previous rules, they included:

  • Heat pump heating and cooling system installation
  • Heat pump water heater installation
  • Insulation, air sealing, and ventilation improvements
  • Electric load service center (panel) installation
  • Wiring adjustments and improvements
  • Heat pump clothes dryer installation
  • Electric range installation

Under those prior rules, rebates ranged from $840 for appliances up to $8,000 for heat pump systems, with a $14,000 per-household maximum. Installing a heat pump heating and cooling system earned the biggest rebate, and it also happens to be one of the biggest comfort and energy efficiency upgrades you can buy!

HER-eligible improvements for your home

Unlike the HEAR program, HER is open right now, and it provides rebates for energy-efficient upgrades at your Georgia home even if you're not switching to electric appliances.

With HER, the upgrades you pursue must reduce your home's overall energy consumption by at least 20%.

To ensure you hit that 20% threshold, a state-approved contractor must perform a HER program energy audit prior to performing any upgrades. A variety of improvements can contribute to the 20% energy reduction, including:

By combining multiple improvements, income-eligible households can claim up to $16,000 in rebate savings through HER! Higher-income households won't be able to claim the highest rebate amounts, but any household that meets the 20% energy savings threshold can qualify for thousands in savings!

One more way to save: if Georgia Power is your utility, their Home Energy Improvement Program offers rebates on several of these same upgrades, including heat pump water heaters, duct sealing, insulation, and air sealing.
