Georgia HEAR Program Rebates, Relaunching Soon
Heat pump water heater installation was a qualifying upgrade under the state's HEAR program. Under the previous rules, households earning up to 150% of the area median income (AMI) could qualify, the largest rebates went to households at or below 80% of AMI, and heat pump water heaters carried a rebate cap of $1,750. Qualifying units had to be ENERGY STAR-certified and installed by a contractor approved to participate in the HEAR program by the Georgia Environmental Finance Authority (GEFA).
Here's where that stands today: the state closed HEAR to new applications on August 10, 2026 and is preparing a relaunch with new eligibility rules. Final rebate amounts for the new version haven't been published yet, and funds will be first come, first served when it reopens.

(One more change worth knowing: the federal 25C tax credit that previously applied to heat pump water heaters expired at the end of 2025, so if you read about a 30% federal tax credit elsewhere, that information is out of date.)
